CBQ isolated subclasses

When you create a isolated class as the subclass of a bounded class, the bounding parameter of the parent class isn't respected and the full bandwidth will be used like there was no qos. (TODO: tests with deeper subclasses)

You can find more info on the CBQ class test page. The red resuts are the one you have to look for.

TBF problem

When you add a TBF qdisc to a CBQ class and removes the CBQ root class, the TBF qdisc isn't removed. I can remove and insert my PCMCIA network card to reset everything, but that isn't a solution for in a production environment.
