Adobe Photoshop has become the standard for professional graphic designing. The powerful plug-ins can make your graphics look professional in minutes. The professional will feel good with Photoshop, because it has the same interface as other Adobe programs.

But I would not recommend it to beginners or even amateurs. For that group there is the Paint Shop Pro of Jasc, the "easier" version of PhotoShop. Although it is a powerful program, I missed Animation software to make animated GIFs. Besides that Photoshop is a complete package to make and adjust graphics. With the powerfull "magic cutter" you can easily cutout persons or other objects from a background, this is very useful to use objects of different pictures in one picture.
