Festival Vidéo Liège 2002 International will be held on March
2002 at Chiroux in Liège, Belgium. The Festival will essentially consist of
an international competition between videograms produced by both professionals
and amateurs, hereafter called "authors". The deadline for receipt of video
tapes is 31 December 2002, at the Festival, rue Alex Bouvy 32, 4020 Liège, Belgium.
To be accepted, entries must be registered under one of the following categories:
documentary (or reportage), creative video, pedagogic video (teaching material),
dance-video or fiction. Neither commercial clips nor business videos will be
accepted. The time limit for each entry will be thirty minutes, unless an extension
is granted by the Selection Committee. All entries must have been produced after
1 January 1998.
Tapes must have been produced with video equipment. Copies of Super 8, 16 or
35 mm films presented on video cassettes will not be accepted. Slides or extracts
from films may be used as part of the work. The Selection Committee reserves
the right to evaluate the specific videographic character of the entries. Tapes
must be on a VHS Pal support for the preselection (the selected tapes should
be on BSP for publicscreenings). A translation or summary in French will be
required for tapes produced in an other language, so that they can be presented
to the public. Tapes will be shown on monitors. Etilux S.A. (Liège) will be
in charge of the technical arrangements.
One author may enter more than one work. The organizers will only accept one
entry per tape. All entries must be registered by means of the enclosed form.
Additional forms can be obtained from FILM ET CULTURE. Each entry must be accompanied
with a registration form as well as by a technical file.
Expenses and risks incurred during the forwarding of cassettes are the sole
responsibility of the sender. The Festival organizers will insure all tapes
during the period of deposit and throughout the Festival Vidéo Liège 2002 International.
Only copy tapes will be insured. The insured value will correspond to the value
of the copy. Master tapes will not be accepted. The authors renounce all claims
against the organizers, including those of loss or damage during the return
of tapes.
All works sent before the 31 December 1999 deadline will be submitted to a Selection
Committee. Works selected will be presented publicly to an International Jury.
The composition of the Jury will be announced at a later date.
Works will not be cut or modified by the organizers; and will not be shown outside
the festival venues without their authors' prior consent. However, the organizers
reserve the right to use excerpts for promotional purposes. Authors must agree
to their works being used free of charge for promoting Festival Vidéo Liège
2002 International, before, during or after the festival. Registration for the
Festival entails the authors' agreement to these conditions.
The Festival Jury will award the
following prizes :
These prizes cannot be accumulated and will only be awarded if the author(s), producer(s) or a person officially representing them is present. The works that have been awarded a prize will be broadcast by the RTBF Liège in the programme "Carré Noir", produced by the RTBF-Liège. The broadcasting rights will be paid on the current basis to the person who has registered the work for the competition. Awards cannot be allowed concurrently. They will only be handed over in the presence of the film director, of the producer or of any person that represents them officially. The list and the actual amounts of the awards of the Festival Vidéo Liège International 2002 will be released in their final terms on December 15 1999.
Authors must agree to relinquishing their copyrights during the presentation
of their entries at Festival Vidéo Liège 2002 International and during the abovementioned
promotional showings (see art. 7).
A registration fee 25€ will
be charged for each work registered for the "Festival Vidéo Liège International
2002". That amount must be sent, by postal money order only, to Film & Culture
asbl, rue Alex BOUVY, 32 B- 4020 Liège (Belgium). No work will be submitted
to the Selection Commmitee unless the registration fee has been paid. VHS copies
will not be returned to sender. Participation in "Festival Vidéo Liège 2002
International" entails the acceptance of current regulations. The organizers
have the right to settle, without appeal, all unforseen queries. The decisions
of the organizers, the Selection Committee and unfore seen of the Jury are final
and not subject to appeal.
